The National Oil and Gas Policy for Uganda, 2008
The National Oil and Gas Policy supersedes the Energy Policy for Uganda published in 2002 in matters of exploration, development, production, and utilization of the country’s oil and gas resources. Apart from creating a conducive environment for petroleum exploration to continue in the country and the anticipated development, production and utilization of any discovered resources to take place, the policy also seeks to put in place a framework for the efficient management of the oil and gas resources as well as revenues accruing therefrom.
Oil and Gas Revenue Management Policy, 2012
The 2008 National Oil and Gas Policy required that an appropriate framework be put in place to aid the sustainable management of oil and gas revenues. This policy provides details on how the anticipated revenues shall be managed and integrated into the existing Government systems with a view of mitigating the overall impact of these revenues on the economy. The policy requires the highest standards of transparency and accountability in the management of oil and gas revenues and gives the institutional and governance structures to be used to achieve this. Lastly, to promote harmony and social cohesion, the policy provides for a mechanism for the sharing of royalty revenues with the local governments within the oil-producing region.
Popular Version of the National Oil and Gas Policy
The Ministry of Energy and Mineral Development (MEMD) is glad to present the Popular Version of the National Oil and Gas Policy (NGOP) for Uganda. The policy was approved in 2008 and is currently under implementation. The development of this version was informed by the need to create awareness on Government’s plans to take forward the development of Uganda’s oil and gas sector in an effective and efficient manner for the benefit of all Ugandans. This document has been translated into eleven languages which can be accessed from the Ministry.

Progress of Implementation of the National Oil and Gas Policy for Uganda
The National Oil and Gas Policy for Uganda, which was approved on 30th January 2008, is the key document guiding the development of the country’s oil and gas sector. This publication is made as part of the effort by the Ministry of Energy and Mineral Development (MEMD) to keep all stakeholders informed on developments in the country’s oil and gas sector and to share the progress made in implementing each of the ten objectives of the National Oil and Gas Policy to date.
